A development agreement is the start of the work

Perspective · Franchise development

A signed development agreement is a useful statement of intent. Its value depends on the organization that turns that commitment into restaurants customers choose to revisit.

The first assessment should connect the development schedule to the resources behind it. Who is accountable for sites? What capital is available for fit-out and working capital? How will managers be recruited and trained? Where does the supply chain require local investment? A schedule that omits these dependencies is difficult to evaluate.

Follow the conversion

A practical review separates the pipeline into signed commitments, approved sites, restaurants under construction and restaurants open. Each stage answers a different question. Moving from one stage to the next should have a named owner and a clear evidence requirement.

Once locations open, assess them by cohort. Opening dates, trading conditions and formats affect performance. Early demand deserves attention, but it should be considered alongside repeat visits, contribution after local costs and the cash needed to sustain the operation.

Give governance an operating purpose

The brand and partner should agree how problems become visible and how they will be resolved. A useful review gives management enough time to act on recruitment, supply or location issues before the next opening compounds them.

For a board, the central question is whether the next tranche of development is justified by the evidence available. A sensible decision may be to accelerate, adapt a format, strengthen the field team or pause long enough to correct a weakness.

Growth becomes more credible when the development conversation includes both ambition and the operating work required to deliver it.
